As EU parcel fee changes begin to reshape cross-border ecommerce, more online retailers are moving towards localised fulfilment strategies. According to logistics provider fulfilmentcrowd, sellers are increasingly distributing inventory across multiple warehouses to improve delivery speed, reduce costs, and manage growing international complexity.

The company says many ecommerce businesses initially operate from a single warehouse, but expansion into new markets often exposes the limitations of centralised fulfilment. The trend is expected to accelerate following the introduction of additional parcel handling fees on imported goods in several EU markets. For example, France is expected to introduce a €3 handling fee on non-EU parcels, alongside customs clearance charges per HS code. Because implementation differs by country, retailers face an increasingly fragmented cross-border landscape.

For international sellers, particularly those outside the EU, stock localisation can help reduce customs friction while improving delivery times and simplifying returns management. Faster local shipping and lower return costs are also becoming important drivers of customer satisfaction and retention.
